The Cambodian Human Rights Action Committee (CHRAC) is a coalition of 22 NGO members. It was created in Phnom Penh in 1994 by a group of local NGOs and associations working for the promotion and the respect of human rights, democracy and rule of law in Cambodia.
As a NGO coalition, CHRAC and its member organizations deal with many cases of serious human rights violations and other issues of national interest ranging from the provincial level up to the national level. Therefore, advocacy and legal actions are indispensable to the reduction of human rights violations in Cambodia. Therefore, CHRAC issues regular, critical press releases on pressing human rights issues in order to draw attention by the Government of Cambodia and other national and international actors. Various other advocacy strategies and campaigns are used to achieve these goals, such as holding press conferences, arranging meetings with senior government officials and court officials and organizing public events to mobilize public opinion. Additionally, CHRAC will also raise concerns with regard to the ECCC legal proceedings, if necessary, to ensure the success of the Court.
Advocacy campaigns are conducted either through CHRAC alone or in cooperation with other NGO coalitions. Partners that have joined CHRAC in such advocacy campaigns include the Cambodian Legal Education Center (CLEC), the NGOs Forum on Cambodia, the Committee for Free and Fair Elections in Cambodia (COMFREL), the Neutral and Impartial Committee for Free and Fair Elections in Cambodia (NICFEC), the NGO Coalition to Address Sexual Exploitation of Children in Cambodia (COSECAM), the NGO Committee on the Elimination
of Discrimination against Women (NGO-CEDAW), the Open Society Justice Initiative (OSJI), the International Federation of Human Rights (FIDH), and many other organizations.
