The Cambodian Human Rights Action Committee (CHRAC) is a coalition of 22 NGO members. It was created in Phnom Penh in 1994 by a group of local NGOs and associations working for the promotion and the respect of human rights, democracy and rule of law in Cambodia.
The monitoring of the ECCC process is very important to ensure compliance with international standards of justice. CHRAC and its member organizations will monitor ECCC-related activities before, during, and after the trials. With the upcoming commencement of the trials, CHRAC will monitor closely various elements of the legal proceedings including the treatment of victims and witnesses, the rights of the defense, possible interference by governmental authorities, and public access to information.
Finally, the results of monitoring will be used in outreach activities at the provincial levels and for advocacy purposes to ensure that the ECCC will proceed in the right way and function as a model for future judicial reforms in the Cambodian court system.
