The Cambodian Human Rights Action Committee (CHRAC) is a coalition of 22 NGO members. It was created in Phnom Penh in 1994 by a group of local NGOs and associations working for the promotion and the respect of human rights, democracy and rule of law in Cambodia.
Since the beginning of its activities in relation to the Khmer Rouge trials in mid 2005, CHRAC has engaged with many victims as well as with the general population through key member organizations, namely ADHOC, CDP, CSD, KID, KKKHRO and LAC. Additionally, member organizations decided that some key activities be implemented by the Secretariat. By doing so, the CHRAC Secretariat’s outreach program has disseminated information throughout the country and has thereby contributed to raise people’s awareness with regard to ECCC.
This has been done primarily through two means: radio broadcasting facilitated by the Women’s Media Center of Cambodia (WMC) and the monthly publication of a newsletter on the Khmer Rouge trials in the Khmer language which is directed at people living in provincial areas. Both are disseminated under the heading "KRT Watch". The radio call-in shows can cover about 13 provinces while the KRT newsletters are regularly distributed to all 23 provincial areas. In terms of funding, CHRAC outreach activities are jointly supported by the DED and NED through out the year 2008.
Aiming at raising awareness of people in provinces, especially the people living in the rural areas, CHRAC produces and distributes every month 1700 copies of KRT Watch Newsletter to 24 provinces/municipalities mainly through the network of its member organization ADHOC. The KRT Watch Newsletters provides an ECCC up.date each month with a focus on the legal proceedings. Additionally, it covers common questions and answers in simple language which are inspired by the guide booklet published by the ECCC. CHRAC organizes a one-hour radio call-in show, entitled "KRT Watch," on various topics to provide an update about the ECCC process and to inform the public about other legal matters.
